While no formal online code was located regarding an ice barrier, John Franek of Centre Region Code Administration on behalf of Ferguson Township, PA confirmed it is required with this comment, "“Under the 2015 IRC table 301.2(1) it states, “where there has been a history of ice damming”… In Central Pa we have those conditions, so ice barriers protection is required." (Per email dated 6/17/20.)
